Screen shifts.. Then sets itself.

This is a weird one.

Intermittently the screen on one of our Pc's will "shake" or "shift" kinda makes you feel like your in an earthquake... Then the display will right itself and center it back to the middle of the screen.

So far i have tried the following..

1) Changing the monitor ( Did nothing Issue still exists..)

2) Swapping out the Video Card for another (same brand, same type) ( This lessened the problem, but it still exists only less frequently.

The Card in question is this : an ATI 3D Rage Pro Turbo AGP

Has anyone seen issues with these cards in the past?

I'm guessing i need to get a new video card to solve this?

Any ideas?

Have you tried placing the monitor at a different place? It sounds stupid, but could it be that a nearby appliance like a fan or a heater,or anything that consumes current, creates a magnetic field that disturbs your monitor when it turns on or off?
