Well, you don't offer much of a description of what you're trying to do, but I'll offer some guesses/suggestions.
1. WRQ has been a force in HP terminal emulators etc for many years. They likely have product(s) that will help you out.
2. QCTerm from AICS is an excellent, free emulator that may help you out.
3. MPE can run Apache so you can do your own web stuff directly on the 3000 using Perl, C, C++, COBOL, etc.
