Screen saver doesn't always kick in

There could be several reasons...one may be autoinsert notification for the CD. Try turning it off.
It could some other background tasks preventing the system from idling and as such the screen saver will not come on. Try eliminating or diabling things running in the background.
It also may be related to the power management settings...try turning off ac energy saver settings or green mode monitor settings.
