My question is what is the best screen resolution do develop forms at? My guess is that it should be a lower resolution like 640 X 480 or 800 X 600?

The best resolution to develop screens is the lowest resolution any of your users use. 640x480 is a bit extreme however; consider how annyoing those tiny Windows Common dialogs are.
