screeching noise from SL ports 1

I have had to start over programming after a reboot from a dead battery. My problem is that when I dial 9 from the fax extension (149) or 148 (SLT) I hear a screeching noise, not dial tone. What to do?
 
This is a Vodavi STSe. The ports are 148 (SLT) and 149 (FAX). they both allow for intercom calls but when I dial 9 for a CO line I get the screeching noise which sounds like feedback but no dialk tone.
I have programmed both extensions for CO line group access 01 and only have 2 CO lines in the system. Both of which are in group 1. I want 148 to access CO line 1 and ring on incoming, 149 to access line 2 and fax detect that line to X149.
I have programmed fax detect on line 002 to send to X149 with no luck.
I'm baffled.

Have you put CO lines into trunk group, removed all other lines from group, and allowed stations access to that/those trunk groups?
 
I thought about changing the trunk group option to have line 1 as group 1, line 2 as group 2, line 3 as group 3. Line 3 is hooked to a Viking intercom at the gate. I'm having probs with that also.
I haven't tried the 8801 or 8802 option. I'll see what happens.

Thank you mforrence! Your solution was the correct answer. My problem was that I had all trunks (4) in group 01 and had no fourth line in the system, hence the screeching noise when the system tried to get the first available line that wasn't there. I deleted trunk 4 and the problem was solved. You ROCK!
