You do not empty scratch the disk in photoshop.
The scratch disc is a is a chunk of disc space that photoshop uses to do all those tricks you do.It copys a file to the disc so you can use the undo command.
Your disc space should be at least 3X your largest image.
When you close the file your working on then the files that was used on the scratch disc clear out.
