SCPlus for Tivoli.

Hi,
I had install SC 3 & Tivoli ,
When I compile TEC 3.7.1 rule base that import scenter.baroc and
scenter.rls ,
the Compiler Output appeared the follow :
ECO3112E The file "/usr/SCPlus/SC_Test_rb/TEC_RULES/tec_r.scenter.rls"
compiled with errors. See
"/usr/SCPlus/SC_Test_rb/TEC_RULES/scenter.rls.err" for more details.
and the scenter.rls.err content is :
/usr/SCPlus/SC_Test_rb/TEC_RULES/tec_r.scenter.rls 378
first_instance(
*** SYNTAX 199 *** Unexpected character.

Does anyone know how to solve this problem?
