Scope Ip address

An Engineer told me to submit a request for addresses. I have 51 host,router int, 2switches, the P2P link and the loopback. That give me give me 57 ip addresses. So I would order a /26. He said I would have to scope it myself has anyone heard of scoping addresses before?

I assume you need each of your hosts directly accessible on the internet? Either that or the engineer was talking rubbish....

Please explain what you are trying to accomplish?
