SCN Remote Not Getting Virtual VM Pro License

I have an R11 SCN with eight systems. All but one gets it's virtual VM Pro license. I have changed the VM from centralized to embedded and back. Rebooted. The SCN line is up.
I am running out of ideas. Has anyone else seen this problem before?

Is it a SCN trunk or Web Socket?

When say line is up, do you mean you can make calls across it?

It is an SCN trunk. You can make calls across it. It is programmed exactly the same as the other six remote systems that are getting the virtual VMP license.

Did it always work and something changed or this is a new site? Maybe try Web socket.

It quit when they had a internet outage. I think I am going to reboot the main site after hours. Who knows. Maybe it won't give out because it thinks it already has. I am grasping at straws at this point. I haven't seen this one before and been working with the IPO's for the last 16 years.
