I have 2 sites, site A has 2 T1's and site B has SCN to site A for outgoing calls. When I dial the number I'm seeing Waiting For Line on the display. In the ARS table of site B I have the outgoing Grp id of the SCN line. Any ideas of what I'm missing, hopefully its obvious, I can dial 4 digits between sites no problem just the outgoing from site B is the issue.

ARS short code in site B

N; N Dial3K1 99998
99998 is the outgoing grp id of the scn to site A

FOUND A SHORT CODE - short_code: XN; - Tel: N - Called_Party: 6123631114 - Line Group Id: 99998
08:43:33 406791615mS CMARS: SetCurrentTarget: Short_Code: XN; - Line_Group_ID: 99998
08:43:33 406791615mS CMARS: FindActiveARSByGroupID GroupID=99998 - Not Found
08:43:33 406791615mS CMLRQ: FindActiveLRQByGroupID GroupID=99998 - Not Found

Simple, use the SCN line ID of the site you dial the number, then the call is send to the opposite site, without any additional programming the call will pass the ARS table in the opposite site.
If that is not desired you can add shortcodes in the SCN line of the opposite site to send the calls direct to another line.
Like this:
on site A you dial a number 96123631114 were the 9 is the line access code.
The to program schortcode in ARS is like this SC=9N; TN=.S<CLI) Line ID=<SCN line to remote> action=dial
On the receiving site add a shortcode in the SCN line like this SC=9N TN=NSS LineID=<a local line ID> action = dial

So on site B the SC for 9 is 9N .S Dial 99998

Site A SCN line SC 9N NSS Dial 1

When I have it programmed like this I can't break dial tone at Site B

Use ARS on site B to provide 2nd dial tone:
System shortcode 9N/./ARS:50
ARS:50 apply 2nd dial tone and a shortcode ?/.S<CLI>/Dial/LineID SCN siteA to breakout

You could have figured that out

I was merely stating I could not break dial tone after the changes you suggested, I did change the SC 9 back to 9N Dial N 50:Main and I can break dial tone but still saying Waiting for Line.

So I changed the Main ARS to ? . Dial 99999, 99999 is the SCN grp id for the IP500 with the T1's. when I look at monitor below is what I'm seeing

FORM: Main - Received Number: 96123638222
10:15:26 412303860mS CMARS: FOUND A SHORT CODE - short_code: ? - Tel: .S - Called_Party: 96123638222 - Line Group Id: 99999
10:15:26 412303860mS CMARS: SetCurrentTarget: Short_Code: ? - Line_Group_ID: 99999
10:15:26 412303860mS CMARS: FindActiveARSByGroupID GroupID=99999 - Not Found
10:15:26 412303860mS CMLRQ: FindActiveLRQByGroupID GroupID=99999 - Not Found
10:15:26 412303861mS CMARS: LINE with group ID: 99999 HAS NO CHANNEL: 34 - ATTEMPT OTHER TARGETS
ModifyCMARSTarget: Short_Code: ? - Line_Group_ID: 99999 set line status to CMARS_OUTOFSERVICE
No Alternate ARS Or User Priority lower than ARS Priority - Remain on the Current Form: Main

You are making a mistake somewere, we have enough customers with sites dialling out over another site without any issue.
just rethink what happens and check all settings.

Start with basic troubleshooting. I think you have a problem with your lives:
LINE with group ID: 99999 HAS NO CHANNEL: 34 - ATTEMPT OTHER TARGETS

OK got it working to a certain point. Now when we dial out from site B you can't break dial tone after dialing the 10 digits but the call goes out.

Are the servers Primary and Secondary or both are standalone?

In a Server Edition network, the Outgoing Group ID used on a system must also be unique within the network, ie. the same ID cannot be used in the configuration of any lines on another server system in the network. The IDs 99999 and 99998 which are reserved for the H.323 lines to the Primary Server and Secondary Server respectively. The IDs 99901 to 99930 are reserved for the H.323 lines from the Primary Server to each expansion system in the network. The ID 0 cannot be used in a Server Edition network.
