SCN and fallback Option

I have a customer with 3 sites connected via SCN and using cetralized VM.
The 2 remote site are connect back to main site Via T1.
The incomming calls to the remote sites are routed to the main site AA
The problem I am running into is when the t1 between the remote and main site goes down the incomming calls for the remote site have no where to go.. I have tried using fallback option to try to get calls to ring a group or exten at remote site if t1 is down but, it doesn't work.
Catalyst advised that it won't work and ther is no fix for it and hopefully it would be addressed in the future.
Anyone else have a similar set up or a work around?

We were doing our first ip office scn bid for 4 systems. After reading this post I checked further into this with Avaya. After some discussion the answer came back as you said
that the fallback option doesn't work to get the calls to come in locally. I was told that they were surprised that this question does not come up more often, and that to get it fixed enough people need to complain. So I am going to in the hopes that they will fix this option. So anyone else who would like this fixed please do the same. We are ending up using the NEAX 2000ips with the DMR remote pims. NEC can have a failover by the person simply selecting a different mode of operation(Day,Night,Mode A,Mode B). When the system comes back on the network it will return to its normall operating conditions. I hope Avaya can fix this issue.
