SCL Settings Exchange 2003

Just curious on how you guys have your SCL settings.Its Exchange 2003 and Right now my settings are:

Blocking 8
when blocking no action

Store Junk Email
5

I'd like to reduce the amount of spam in the spam Folder on the users mail boxes

I'm also using connection filtering with spam cop. Are there any (FREE) ways to reduce the spam with exchange 2003

Recipient Filtering (and Tar Pitting)

All built into Exchange
