schema admin permissions not propagating

I have a very strange issue. I'm trying to update the schema as the domain administrator and am unable to. I checked the enterprise admin and schema admin groups and i'm a member of both. yet each time I go into operations master in the active directory mmc snap-in the button to modify the schema is grayed out. I'm also only able to read schema permissions. what am i missing?
 
First, register the .dll for the Microsoft Management Console (MMC) snap-in. Go to a command prompt, and enter

regsvr32 schmmgmt.dll

then it will be there.
