Scheduling Mail Retrieval thru a router

I am looking to schedule Exchange to deliver/receive mail to the ISP "but" not using a RAS connection as the connection to the Internet is thru a router which does not have any scheduling facilities on board.

Does anyone know of any utlility that I can schedule to open the connection to the Internet so Exchange can receive mail.
