Open a blank email in Outlook - not sure if all versions are the same or not, but 2000 works this way. Under the View menu choose Options, and then set the "Do not deliver before" paramater under the delivery options settings.

Open a blank email, click the File menu, choose properties, and click the Send Options button. Click the MS Exchange server tab, and set the value for the "Send this Item" property.
Address and send your email as you would normally - delayed delivery works for internal as well as external emails.
