Scheduler time, v7 on netware 5.1

Scheduler time is plus one hour compared to the server. I suspect this is causing a variety of problems. Anyone know how to change the Scheduler time? For other reasons, I've just uninstalled and then reinstalled and add latest patches to both manager and server components.

This from CA - Scheduler gets its time from NDS - not the server it is installed on.
