SCCS 4.0 New Installation DB Problem

After we have installed the SCCS V4.0 on NT4 machine with 1GB RAM and 40GB HDD, i ran the SYBPING utility. On the SYBPING utility, it will display a list of 4 databases,

NI_DBNOTIFIER
SCCS_QPI_HS
SCCS_QPI_SQLSRV
SCCS_QPI_SQLSRV_BS
SCCS_QPI_SQLSRV_MS

Problem:

Is it normal for the SCCS_QPI_HS and SCCS_QPI_SQLSRV_MS to be not working? Because, wehn you ping these db using the SYBPING utility, it gives a message saying that if failed connecting to the server.

The BS is the backup server, meaning this one is only active during a daily backup.
The MS is the monitor server, I'm not sure what it is about but it should also be inactive.
