SCCS 4.0 Alarm Monitor Closing

I'm on SCCS3.0 server with 4.0 Client running on W2K. I have my Alarm monitor set to Alert Major and Critical, but I find that it closes down every few minutes and doesn't alert/open even if there are Critical or Major alarms. Cannot figure out what is causing this?
