SCCM Client required on SCCM Management Point Server?

I was wondering if someone could confirm a question for me.
I was told by one of the SCCM engineers on my team that the SCCM Management point server requires that the SCCM Client, the one you install on regular Windows OSes, in order for the MP to work.
Is this correct?
