I wish to scan old family pictures, but what resolution should I use if some day I wish to actually make photos of them?

Well with today's scanner about 300 dpi is enough to get a sharp image.

Is 400 better or would one notice a difference after printing a picture?

300 dpi out to have a high resolution drum scan. That would be the highest quality.
