Scandlvr.dll cannot unregister because not found ???

When I uninstall Quarantine Server then the Console. I get that error everytime. Then I cannot reinstall the console afterwords.

Does anyone know how to troubleshoot this? Can I copy that dll from a running server? This has happend twice already with the two servers I uninstalled from when I was upgrading.
