When attempting to do a SCANDISK on a workstation (Win98)
I get the message "Scandisk cannot proceed. The top-level
directory is full". The root directory of that computer's
C: drive only has about 20 files so it's far from the
maximum number of files allowed in a root directory.
I moved a few files that really didn't belong there
and shrunk it down a bit more but the same error condition
occurs. SCANDISK in safe mode produces the same error msg.
I kicked it into a command line SCANDISK with SCANDISK C: /AUTOFIX /SURFACE and it went all the way through but had found no errors needing to be fixed. Then when rebooting back into full-blown Win98 and attempting a DEFRAG it wouldn't proceed beyond the early phase of the routine because (you guessed it)
"This drive has errors that need to be corrected by SCANDISK"!
WHAT does a so-called "FULL top-level directory" message imply?
(There is no anti-virus, etc. running. The only apps are Explorer & Systray).
