Scaling to fit browser window with frame site

I am working on this website that is a basic frame layout (has a top title bar, a left side navigational bar and a main content window). I need for the entire site to scale with the browser window (ie 640x480 or 800 x 600 etc) I also have .jpg on the site and would need for them to scale without looking distorted. Can this be done?

I know how to do it with an embeded flash movie (you manually change the html code and show both the height and width at 100% and add a tag -param name="scale" value="showall"-
