scaling problem 60% is not 60%

Hello all!
i have Acrobat professional and i had to print several scalings of one page. I used the virtual printer adobe PDF to create new pdfs with different scaling options (from 100% to 30% in steps about 10%). The pdfs that came out do not have the size i wanted to. After the scaling to e.g. 60% the results have only the size of about 35%. (a line which was 400mm long in the original is now about 140mm)

Has anyone of you experiance with this function?

...scaling to 60%, the 400mm line ought to be about 240mm...

...are you sure you are scaling the original file to 60% and not a pdf you have already scaled down?

yes i am sure.
i repeated it with different scalings and the result was always the same. the scaling factor was multiplied by itself.
