scaling drawings in a viewport

I am trying to get a drawing properly scaled in the layout/paper space section. I set my limits (using a given scale factor)in model space and even have my grid to show the scale. The grid is correct because I counted across the limit area. I then drew a simple object to check the scale. I then switch to paper space and and bought in a new viewport. I right-clicked the viewport border and selected the properties button in the pop-up menu. I selected the scale for my drawing in the drop down menu and close the properties box. My drawing was way off scale. I know this because my practice drawing was within my limits in model space but in the viewport the scale is much larger than what I want. My drawing has to be 1:40 on 24X36 paper. So, my limits are 17280X11520 (landscape) and my scale factor is 480 (40*12). I selected 1:40 for the scale in the drop down menu of the viewport properties box and my paper space scale is 1:1.
 
Since it appears you are using inch units in MS and in PS, your scale is 1:480. Select this and see how the drawing looks. If you were using feet units in MS then 1:40 would be correct.
