scale to fit??

Hi! I am working on this site with a basic frame layout of a top header bar, a left navigational frame and a main content frame. On my home page in the main content frame, I have a .jpg that I need to have scale with the browser window. The .jpg needs to completely fill this main frame. Is there a way to do this and if so can it scale proportionallly? thanks for your help!!!!!
