I've got a photo image under multiple layers I'd like to shrink or expand. I select the layer on the pallette. Then go to Layer>Layer Style and the "Scale Effects" option is not clickable. Is there another trick?

Scale Effect on Single Layer

Layer>Layer Style and the "Scale Effects" option is only available when you've actually added a layer style to whatever's on that layer. If it doesn't have a style associated then there's no point in scaling something that doesn't exist.
If you just want to scale the image, go to Image > Image Size and resize it from their.
