scale command assistance

This may be very simple, but I cannot figure it out and the help files show *(&&$*.

I need to scale 90 circles independently ( so each will be smaller ) but I cannot do this without moving them towards a "base-point", I want them to have their original position...

what command do I use.. ?
 
Using "properties", selecting all circles, in the diameter line of the dialogue box you can set a new diameter for all circles. If you don't want the same diameter, but you want to scale each circle by the same scale factor with the center as the base point, you probably need a lisp routine to do this in one command.
