SBS POP3 Connector - undeliverable e-mail

We support a number of Windows 2003 SBS servers and on a few of them we are having a problem with the POP3 connector and undeliverable local mail.
There is an option in the pop3 connector to deliver all undeliverable mail to one user (so any unknown mail goes to the administrator). This option does not work and we just get an NDR sent back. One a few other servers we have setup this option in the same way with out any issues.
I have hunted the web and found a few people with the same problem but no resolutions.
Can any body give me an idea what might be wrong.
