SBS, automatic change of password by users

I am running MS Small Business Server. I wanted to change the account policy so that users would be required to change their password every 2 months. But it did not work as by changing the password the users are getting "you do not have permission to change your password".
 
When you make changes they have to log out and log back in. They also need permissions, they need to be members of a group that has that privilege too. Are they members of the "Domain users" group.
Try putting a user in the “Account Operators” group in “User Manger for Domains” on the PDC. Then see if they can do it.
There are several other groups to try as well “Domain Admins” and “Administrators Group” (be careful here)
