SBS 2003 - Key administrative folder missing!

We've "inherited" support for a SBS 2003 server. We first noticed a problem with OMA, for which we were advised to use the server manager console to run Configure e-mail and Internet Connection wizard (CEICW). However, we can't find server manager, nor the associated lauchconsole.exe. Anayways, turns out we're missing the entire c:\program files\microsoft integration\windows small business server 2003.

We are not familiar with all that this folder does, but we'd like to get this folder and associated admin tools installed. We've gone through add/remove, and the disks themselves, but are lost.

Any suggestions would be greatly appreciated.
