SBS 2003 Fax not routing to e-mail

Have a SBS 2003 server. The fax service used to route faxes through to e-mail (sometimes). The other day it stopped working completely and faxes would only print to the fax. I went through and uninstalled the Fax service through Add/Remove components. Rebooted and reinstalled it again. Rebooted once more and then went through and added all the settings back into it. It still does not route through e-mail and continues to print to fax. Has anyone else had this problem before?
