SBS 2003 DC WINS Service Started but Error in MMC

Small Business Server 2003 has WINS service running but the WINS snap-in shows the following error (condensed):

Cannot find the WINS server
The WINS server you specified cannot be located.
-----------
The server with the error is the server which is running WINS. This is a domain controller too. I have no other problems affecting the server or the network (DNS, DHCP, etc work fine). No replication partner at this time but will have when 2nd DC is deployed to remote office.

Any ideas?

 
Keep in mind that WINS is not an issue for a 2003 domain. In fact, it should not even be used, as it causes more confusion and failures in name resolution that anything. That is from a standpoint of AD...not sure if Exchange 2003 still requires WINS...

That being said, it sounds like a service startup problem...aka, a service is starting and querying WINS before the WINS service is started..therefore, a server cannot be found. If that is the case, you will need to get the WINS service to start earlier in the process...
