With 2000 and Active Directory, a DC is a DC - no primary or backup, and all share DC responsiblities, and Active Directory can be written to on any of them, with changes then replicating to the rest. There are certain functions that only happen on one DC (read about FSMO - Flexible single master of operations if you want to know more about that), but for the most part all DC are equal.
