saving MS publisher file to use as a email campaign

I have a microsoft publisher file that i have created using about 5 images that are hyperlinked to a online website and around 2 *.jpg graphics that i have created which are local on my pc. There is obviously text in this mailshot also.

I do not know what format i should save this file in so that i can attach it to my email campaign. I have tried to save it as a .htm file but when i save it to a live server and try and point to the address from another pc it does not show the images.

What is the best way to rectify this?

Save it as a PDF which you would attach to am email, or a TIFF which you could embed in an email.
