saving large publisher files as jpegs

Hello.
I have a publisher 2003 file that I'm trying to convert to a jpeg. It's easy enough if it's a 7 or 8 mb file. But when it starts to get to about 14 mb or so, it won't save. The file size is now 20mb. I keep getting a the message, "publisher can not save the file." On page set up, i have it set to banner size, 20ft by 20ft. I've taken to file to both, the ups store and staples. Neither one of them was able to do it. I've also tried saving it as a a pdf file, and my file always gets split up into multiple pages.
I have 3.25 gb of ram. Do I need more? Is this a hardware or software issue?

Is the publisher file one really big page ? perhaps you're doing a billboard or a bus wrap ?
If we know what end product you're trying to produce, we might be able to suggest a workaround or a solution....

Yes, the publisher file is one big page. In Page set up, i have it set to banner. It's 20 feet by 20 feet.
In the file I have about 60 to 70 smaller jpegs I want to stitch together as one file. In the end I want one large jpeg i can read on my small 7 inch tablet.
It's actually a map I'm trying to make.
 
We have a GIS team that makes maps, and they have special HP printers that use roll stock that's really wide. Publisher is designed for things that will be printed as documents. Since you want to read this on a tablet, there's no sense in retaining 600dpi resolution over a 20 foot square map. You really need to be looking at a vector graphics solution, so you wouldn't be defining every pixel. Try saving your map as a web page, or as JPEG 2000 (.JPF) or even as XML. You may need to move to real software designed for mapping - which Publisher is not.

Again, thanks for the response.
I saved it as a web page , as a htm file. At first it didn't work and then i learned you had to include the contents folder when I dragged the file over to the tablet. I can only increase or decrease the zoom one time though. But that's fine.

At this point I'm looking for an easier way to download and save the tiles from google satellite. What I'm doing now is taking screen shots and saving them as jpegs, then piecing them together in publisher. It takes forever. I wish cuba would make more maps of the country.

If I can make 3 or 4 smaller maps to take with me of the local area, I'll be happy with that.

Cuba ? be careful that you're not charged with spying if you show up there with better maps than what the government publishes.
