Saving Cisco Analog Modem Config

Following the Cisco AT Command Set and Register Summary for
Analog Modem Network Modules doc. I created a modemcap. However, the config in the modemcap is not being transferred to the modem.

The router is a 3640 (IOS 11.3) modems are (MCOM integrated analog).

The modemcap is assigned to the lines. When I do a clear line 65, the modem is reset this is what I get:

Aug 13 03:33:06: TTY65: Carrier Drop
Aug 13 03:33:06: TTY65: Line reset by "TTY Daemon"
Aug 13 03:33:06: TTY65: Modem: READY->READY
Aug 13 03:33:13: TTY65: asserting DTR

But the modems are not configured with the changes in the modemcap. What am I doing wrong?
