Are you looking at the Mac's HFS file size for the file? The file size on your Mac disk may not accurately reflect what the file size actually is.
Mac OS can report a 1 kb image as something much larger when the operating system considers the system icon and any other junk in the resource fork. Keep an eye on the actual data fork by viewing the byte count in the file info panel (CMD-I).
