What is the difference in "Save As", then choose Jpeg and "Save for Web" and choose Jpeg?
 
'Save for web' gives better visual interaction to determine how low in quality you should go to save filesize.

'Save for web' only offers RGB output for JPG files.

Saving through normal 'Save As' includes optional meta information (like camera, lens, etc). 'Save for web' strips this data out to save filesize.
 
Save for Web gives you more options, and creates a smaller file by omitting file information that is not needed. For example, you can:

1: Preview the results of different compression settings
2: Apply different compression settings to various parts of the image
3: Change the image size
4: Try different file formats
5: Specify a file size in Kb that you need it reduced to
6: Add blur to reduce JPEG artifacts
7: Save settings for reuse in other images
8: Automatically converts the image to RGB

...and so on.
