SATA Hard Drive Problems Windows 2000

I have just built a new machine using a Gigabyte G7N400 Pro 2 Board, 200GB Seagate SATA Hard Drive, 512MB Corsair Memory, Geforce MX400 64MB Graphics, Sony DVDRW, Floppy Drive, Athlon XP 2800+ Barton (333FSB). The computer is up and running, but occasionally when installing software or downloading files it freezes for 10 - 15 seconds before resuming what it was doing and continuing as normal. This is the only real problem but it seems to be random and it is very annoying.
I have tried updating all drivers to the latest versions from all of the components manufacturers. It is virus free. I have tried running AMIDiags and the memory passes, the CD passes. The hard drive passes the first two tests (verify and seek tests), but then fails the read test. How can this be? when the computer works fine until an install or download, when you get the temporary freezing occurring?

ANY HELP GREATLY APPRECIATED!!!!!!!!!
 
Run the HD diagnostics at the Seagate site to check the HD.
