sata hard drive power problem

I have a 80g western digital sata hard drive i am trying to install into a new build. whenever i plug the serial cable from the board (msi 7142) to the drive it will not power on. If I unplug the drive it fires right up. I have tried using the sata power connector and I have tried using the four pin power connector (so its not the connector either). I have tried two boards and two drives and they do the same thing. This is weird and new to me and i build a lot of systems.
 
you mean you have 2 drives that both act this way with 2 separate boards? have you a SATA drive you know doesn't act that way to try? Obviously it sounds like faulty hardware, but need to eliminate boards or drives at least.
