SATA Hard Drive Detected in BIOS but not Windows

The primary hard drive is a 40GB Western Digital SATA, running Windows XP. The secondary is a 120GB Western Digital SATA that I'd like to be able to retrieve data from.
After the PC (HP/CPQ dc5100) POSTs, I enter the setup and can see both drives (listed as SATA0 & SATA1). Windows XP loads but the drive doesn't appear.
 
You may have done this, but can you see the drive in disk management? It may show up as unformated or as not active it will have to be active to show up in the my computer screen.

I forgot to mention that I did check Disk Management and it doesn't show up there...
 
The only thing that occurs to me is that maybe somehow the partition(s) on the 120Gb SATA have become hidden. This occasionally seems to occur when a second drive which was originally assigned the drive letter C: is attached to another system already using that drive letter. To unhide partitions, I use a utility called EFDISK.EXE which comes with the MASTERBOOTER boot partiton manager.
