SAP R/3 user-transaction log question

Hello,

I am not a SAP user but I have a question from a colleague:

I would like to obtain information about ALL the logs that are generated when users make transactions in SAP/R3.
Unique details:
1. The initial transaction auditing function is not activated and it can't be.
2. With STAD or ST03 we are able to view the logs user by user or what users have made a specific transaction, but we need the overall information about what users have made what transactions.

Sorry if this doesn't make any sense. Any help or guideline would be greatly appreciated.
