Samsung Prostar DCS - Trunk shows "Out of Service" but still works for incoming calls...

I'm working on an ancient Samsung ProStar DCS (a dual cabinet configuration - not a Compact or 408) equipped for 18 POTS trunks.

The customer has multiple departments that each answer their own phones independently. One department uses Call Group 501 and the department having the problem uses Call Group 505.

The customer claims that incoming calls used to reference "708" on the display. I'm skeptical, because I think it would have to display the Call Group assigned to the incoming call trunk (505 in this case).

Calls to the pilot number for this department otherwise function normally: they ring into and flash the appropriate phones, can be answered, forward to VM on no-answer, etc. The customer's main complaint is incoming calls to the pilot number no longer show "708" on the display, but Call Group 505 instead.

708 is the trunk assigned to the pilot number. Using my butt set, I can pickup that line at the demark (while still cross-connected and bridged to the line card), get a dial tone and make an outgoing call. The dialed phone shows the correct Caller ID with the pilot number.

But from any of the Samsung LCD Display phones, dialing "708" yields a reorder tone and "Out of Service" in the display. I can dial 701, 702, etc. to access other trunks and make outgoing calls. But 708 shows "Out of Service".

Nevertheless, incoming calls to the pilot number associated with that trunk are ringing in correctly (my butt-set shows "Ringing" on calls coming into that trunk) and the calls make it through to Call Group 505, can be answered, etc.

I've carefully checked the programming on all ports, and 708 appears to be programmed exactly like the others (CO Line, Loop, DTMF, etc.). I've also done a Forced Release on 708, power-cycled both cabinets, etc.

Here's my questions:

1) On the Samsung DCS, should incoming calls display the Call Group or the actual trunk?

2) Why would the Trunk show "Out of Service" on the LCD displays? Does this indicate a hardware failure on the associated TRNK-C1 card? Missing battery from the CO? What events cause a trunk "Out of Service" condition on the Samsung DCS?

3) How is it possible that we can still receive calls in on 708, but can't select it for outbound calls? Remember, I can see that trunk ringing on my butt set when calls come in and the KSU normally processes the call. But when I dial "708" at the display phone, I get "Out of Service". Using my butt-set, I can make calls out from that trunk without problem.
