Samsung DCS 816 External Bell Not Working

I've installed an external 105db Bell 24v on the DCS 816 at port 36/11 the correct MDF but it does not ring.
I have enabled the device on 362 and put it into group 500

Every time the phone rings from outside line there is no voltage on the external Common Bell port (it should be 24v on voltmeter)
I think I may have missed something in the programming?

Anyone have any experience of this system or things to check?

Standalone the Bell works and is fully tested!

if you plug a phone direct into the frame does the phone ring analogue?

Have not tried this so pick an analogue SLT line and put it into group 500 see if it rings from external CO.
If this works or not what's the next step?

if you connect an analogue phone into port 36/11 and ring it does it ring the number assigned to that port

so it looks like the port is down , you can busy and release the port to try and bring back into service
