Same InDesign File, Same OS, New Computer, No basic fonts

We are attempting to move a InDesign user from an older computer to a newer one. When the user opens an existing InDesign file on the new machine, InDesign does not recognize the fonts. They are very common fonts (Times New Roman and Rockwell.) We have verified that the fonts are installed in the new windows Fonts directory. The new system has several Times fonts installed (Bold, italics etc.) We have even installed the entire fonts directory from the old machine on the new one and we still get the error. We have also deleted the .lst files (forcing InDesign to recreate them when it is reopened) but to no avail. Any ideas?
