same failure during installation

I tried to install Win98, during the isntallation it gave me a error message "Setup has detected the following error 'could not decode this setup (.CAB) File.'. Setup will attemp to revoer this situation Click OK to continue." so I did, but the same error message will reappeared, setup was never able to recover. I thought maybe something wrong with Win98 CD, so I tried to take a step back and install Win95, but I get the same error message, Now i'm thinking my HD or BIOS settings, Does anyone have anyidea! please!.
 
Normally this means that your CD is stuffed or dirty - clean it from the center to the outside NOT round and round, with a soft cloth and warm very slightly soapy water, dry thoroughly.

Also clean your cd-rom with a cd-rom disk cleaner, amazing what these things can do for about $3

Also try copying all the cab files to your hard disk first - sometimes this will cure the problem. ***************************************

i'm having this exact same problem, how did you overcome the problem? my feeling it is one of cpu/ram/motherboard or a combination.
 
If you're happy with your CD drive & media, I'd suspect hardware. You don't say if old or new system, previous problems or not, so assuming new, if you've more than 1 stick of memory, try with just one. You can also try slowing memory down (if bios supports this). If no better, try with all cards apart from graphics cards removed (or if integrated, disabled in bios). If ok, add them one at a time after install.
