Safest way to change a user's name ?

We have a user (let's call him Alex) that has a roaming profile and an ecxhange e-mail acocunt. He's leaving and being replaced by another user (let's call him Bob). What we want to do is change Alex's user acocunt name to Bob and have that change reflected everywhere (rename the user account folder, the exchange account name and folder names, etc.) So, what's the easiest and safest way to do this without causing any major problems or losing any documents, e-mails, etc. ?

The absolute best way is to create a new account for Bob and then disable the account for Alex. If you need for Bob to get Alex's email, then remove the SMTP email address from Alex's account (alex@domain.com) and add it as an additional SMTP address on Bob's.

You can move any document folders to Bob's newly created My Documents as well.

With SBS there are far too many things to configure if you try to change an account name such as you are suggesting (SharePoint is one of those)
