SA Negotiation Failed

I took over an existing device on the NetScreen-50 (Juniper) with multiple VPNs setup. One of our sites is migrating to a new firewall (Watch Guard 1250e Firebox)

The tech configured it with same settings to the older model but changed the GW address.

I changed the GW to match but he is getting the SA Negotiation Failed error.

Any suggestions on which end needs to be modified?

Are you using a server with the SA certificates, or is one of the VPN routers generating them for you?

I think the router generates them but I am not sure how to confirm this
