S8700 integration with IP Office412

We are trying to integrate Avaya S8700 with IP412 & facing issues, We are trying to connect on the CAS T1 & from the configuration everything seems fine. The physical T1 is also up, The channels on S8700 are showing Inservice/Idle But when we make a call the call is never successful. The S8700 shows Denial event..

Can anyone suggest what needs to be checked.
 
I have only done this with E1 Qsig on a ACM to 405 and it all went well is this an option for you?

No, We don't have E1 supported by the service provider.
